Chips!!
Since 1996 OBDII has used integrated memory in CPU to store critical parts of equations so no chips with fixed look up tables like pre 1996.
OBDII with its numerous backup sensors has allowed ecu to run engine closer to ragged edge but factory still has some safety to meet warranty longevity and durability, especially for bad gas or overheats.

Notice that I didn't mention any other mods in the context of my post since the OP didn't. I said that there isn't much to be gained just from a tuning stand point but if you were to add other mods then tune, then you may achieve some significant gains. But there is no chip like on the Ford's where the tuning alone will yield significant gains.
My buddy with a RSX borrowed my standalone ECU, all he had was a filter on a stick for an intake(no header or exhaust stock in that department), constantly only able to run 14.5 for his best. I let him borrow my ECU which was tuned for my car, god knows how well it was for his since i didnt do any datalogging..... buuuuut he ran with it, and broke a 14.0 with a sick launch! All that with just my tuned ecu which i am sure was a perfect tune for his car!
