I'm thinking about doing this to my stock sport rims. Can the rims be sprayed in PD while still on the car? How would I avoid getting it on the tires?

Just mask everything off, but it would be much easier if you get it off the car. That way you don't have to worry about masking off the fender, car, suspension bits, brakes, etc.
