Yes, you will. You need to roll fenders to run those sizes.

Ok thanks. Any suggestions on running different sizes then? Maybe 15mm?

I would recommend just getting them rolled, you will likely never have to do anything to your fenders ever again unless you go extremely aggressive. You get the piece of mind of the extra space and the wheels will be much more flush with 25mm spacers
