My guess is that they don't want to incur any potential added liability by tampering with the airbag. One multi-million dollar claim would pay for thousands of steering wheels.

As far as I know, when the dealership replaces the steering wheel, they reuse the customer's airbag. I know other car makes like BMW just replace the trim. Trim damage/scuffing is a very common complaint for G35/G37 owners, so I wonder what Infiniti does with all their returned steering wheels??

Unfortunately, you can't buy it at the dealership. If your dealership won't change it under warranty, you'll have to buy a used one in better condition (junkyards, ebay, etc.). Some people take the route of painting or wrapping their existing trim.

They installed new ones under warranty for me. The repair invoice lists their part number and when I search online parts suppliers they show the parts as being available. So what am I missing?

Really? Can you post the part number? The dealership replaced the whole steering wheel under warranty for my car even though I asked just for the trim.

Ahhh . . . OK, I get it. You were speaking of the steering wheel and I was thinking of the power window finishers
I did have the steering wheel fixed also, but they swapped the whole wheel for me too (part# 48430-jk32A) which isn't much help. I do not recall ever seeing the part number for just the steering wheel trim piece.
