Something stuck on the Rims I just bought

I just purchased some Rims from eBay. The condition of them (in my opinion) is close to excellent, with the exception of some stuff stuck on the rims. I know it's something stuck, as opposed to scratches/scrapes because I can feel it is something on the rim, not dug into the rim. So far I've tried at least 2 rim cleaners and a bug/tar remover, which does not help. I can eventually scrape them off with my fingernail, which I had done with one strip of this stuff, but that would take me forever to scrape it all off in this manner. Anyone have any suggestions? I'm trying to attach a pic, and I hope it's not too big. If it is, I'll take a smaller one (smaller resolution).

try some wax, rubbing alcohol, RC car motor spray, WD40, gasoline. should work.

if all fails, claybar. if that does't work, try some scratch-x or slightly
course polish.

and wax the wheel afterwards using polymer.

try some aggressive clay - works for me on tar...just takes multiple passes

that's what i thought too. if it is... he and i have different interpretations of what 'excellent condition' means.

ps.. try some kerosene on a rag to get the gunk off.

that picture isn't very clear at all, but if those are on the wheel and they aren't scratches, I'd say use some aggressive degreaser and allow it to work first. Then clay it if that fails

Be careful with some of the cleaners that you use on your wheels. I have heard of peope using **** like grease lightening and **** on their wheels but its really not too safe for the wheels finish. If your serious into maintaining your ride and want the right products. I would get with Detailed Image and order up some P21S Gel Cleaner and some Poorboys Wheel Sealant... the cleaner after spraying on and letting sit for about 10-15 minutes should break that down, worst case like others say is some old clay. After you get them clean though seal them with the Poorboys to ensure that you wont have that gummy ish and or embedded brake dust into the future. Good luck and hope that helped.

what kind of wheels are those? if they have an anodized lip, i'd avoid any type of caustic cleaners. you're better off taking your time.
