We dont have a conventional fuel filter as it is just a sock on the end of the fuel pump inside the gas tank.

The filters are not serviceable on these cars. The need for a fuel filters anymore is pretty much worthless because the storage tanks do not leak (they're plastic lined, cathodically protected for leaks, heavily regulated since 1990), the pumps have filters and the dispensers have inline filters. The chances of sediment being in a tank or your fuel tank are about nill unless you buy fuel from a mom/pop's shop out in the middle of the desert and has been missed by the 1990 EPA storage tank regs.

there is a distinct smell of fuel from the car when you start the car only, and the car uses to much gas. This is why I was guessing the fuel filter was faulty. Could it be that any of the filters you just described could be clogged, or any other reason for this problem.

These cars run pig rich on a cold start. The smell will make your eyes water. My 96 Maxima (VQ30) and my wife's 98 Legacy GT are the same way. It's normal. As for MPGs, if you're seeing 16-19 in the city and 21-26 on the highway, there's nothing wrong with your car. In the winter, mpgs will be worse due to extended cold starts and oxygenated fuels. Also, all fuel sold in the US now has 10% ethanol. That means 3 to 5% lower mpgs.

I did a write-up on changing the fuel pump. If you follow this along you will see the fuel filter in there also. It would be very rare to have to replace the filter, but I have heard of others who have done it.

I changed my filter back when I put in my new fuel pump. Just check out SliderG35's DIY and you'll be in good shape.
