You and I have similar mods and are at the same power level. My car made 408whp when I the 2.87 pulley on so it should get you there. I'd check with your tuner beforehand, however, as the 2.87 creates a good amount of boost. If its in the budget, I'd seriously think about throwing on some headers before you swap pulleys. You may find that you'll reach your goal while sticking with a comparatively 'safer' setup.
You think I should installed the headers first? you mentioned 'safer setup' is that due to having the headers installed alone without upgrading to the 2.87 pulley? if so what kind of headers that is cost effective and doesn't exhibit a lot of heat should I invest in? Is ceramic header's good for heat dissipation?

all things being equal, you should see lower intake temps and lower cylinder pressure with the 3.12 pulley than the 2.87. many on here run the 2.87 with no problems, just be aware that higher temps and more pressure put you at higher risk for detonation. headers are a good mod since, in general, they will allow you to make more power with less boost (lower intake temps, less cylinder pressure due to more free flowing exhaust).
Do what you want for headers - DC headers are a cost effective option (i'm saving up for Tomei headers though). ceramic coating, jet-hot coating, heat wrap - you're not dissipating heat, you're keeping it within the piping so you're not cooking all the stuff around the piping.
