And you're 100% sure you got the timing chain / cams/valvetrain assembly correctly yes? At this point I would compression test to verify. I would also swap out for the previous cam/crank sensors since they were known working items.
When you installed the flywheel on the new motor did you line up the alignment pin properly? I've seen a lot of very flush fitting alignment dowels that allow the flywheel to be bolted on in any position but it's only going to start/run with it aligned.
Probe the coil pack harnesses for 12v power, should be the white/blue wire.
Are you sure you're not getting spark? Pull a plug, put it back in the coil pack, hold the spark plug ground strap about 1/4" away from the aluminum intake plenum while someone else cranks the motor watch for spark. Wear leather gloves so you don't get zapped.

Yes I have probed the white and blue wire and I have 12v and I have pulled the coil with a spark plug and no results. Timing is 100% dead on. As far as the fly wheel. That's honestly where I was leaning because it's aftermarket. I'm going to try and put my stock one back on over the next day or 2 and see if that works. if not the only thing I can think is ecm...
I'd pull a plug and watch spark before doing that. Even if the alignment dowel is off you will still have spark, it's just off time is all.
EDIT: Ohhh you said there you did that but there is no spark, that's really odd to actually SEE FUEL SPRAYING in the cylinder but not have spark. Just to verify you did hold the spark plug ground strap up to the intake plenum correct? It needs to have a ground source for there to be spark, it's not going to do anything if the spark plug is just hanging out free air and not 1/4" away from an actual ground.

Yes I tried multiple grounds. The plenum, valve cover bolt, body ground bolt. I even ran a wire right off the negative of the battery to it and nothing.

Can you try a different key to start the car? Maybe an issue with the chip in the key or low fob battery is causing it to not start.
