Novus is also an excellent plastic cleaner. Used by pilots for plexiglas instrument lens, etc.
I have a clear bra with a separate sections covering the lamps. It offers great protection for the lens, and reduces the chance of cracks and scratches besides. Highly recommended, whether you have a clear bra or not.

I used a clay bar on them about 2 months ago. After I wash it I spray Z-6. Still no haze. Very Clear.

But what do you do if the hazing is on the inside though?

You can treat your headlight cover like any painted surface. I bought some scratched 06 projectors that were apparently sideswiped with moderate scratches and white paint. Since the marking was on the side, I used 800 grit, then 1500 then 2000 and removed the scratches. I then applied Meguires scratch X. It removed all the marks including the typical driving ones and any fogging. The lights look like new. The only caveat would be to be careful not to distort the covers because of the light refracting differantly from the thickness of the plastic. Again, your mileage may vary and just because it works for me it does not mean it will work for you.
