"short shifting" is the technique that gurney has explained. (we also use it coming out of turn 5 at Laguna Seca to keep sound below 92 decibels to avoid getting black flagged!) It is a less than "power optimal" change of gear that is employed for a tactical reason. Sound and fuel conservation are two of them. Employed carefully, it does not result in a significant loss of advantage in a racing situation. In a time attack situation it is not beneficial, but then gas conservation rarely is an issue in such competitions.
A "short throw shifter" is typically an aftermarket replacement part/assembly that delivers a 20 to 40% reduction in the distance that the top of the shift column has to travel to effect a complete change of gear. It adds some very marginal advantage to the time taken to change gears, but usually is installed because it has a crisper and more confidence inspiring, predictable movement to help the driver grab gears quickly under driving stress, especially multiple gear downshifts, or in some cases gear skipping downshifts (like from fifth to third...when to goof and go fifth to first would destroy your motor in a blink of the eye!)
