Kinda hard to tell from the photo, is it sediment or something, if you take a screwdriver and swish it around does it just float or immediately settle?
If it's been 30k since the last coolant flush you should probably do one and drain it into a very clean bucket so you can see if it's got a bunch of sediment in the coolant.

It doesn't look that bad. My first thought upon reading this title was that you may have had oil leaking into your coolant as a result of a head gasket failure, but that's too small of a buildup to be that.
As Cleric said... you are probably just due for a coolant change.
How long have you had the car too? It's possible that this car may have had a blown head gasket in the past that resulted in some oil contamination of the coolant, and there may have been trace remnants of it left in the system after they flushed it. Oil and water don't mix, so sometimes it's hard to get it completely cleaned out without doing like 10 flushes.
