If I recall correctly, there is an old post that discusses popping out these types of 'dents' in our rear bumper covers. Somebody detailed the process, which included slightly heating the bumper cover with a heat gun so that it pops out easier. I agree....pop it out and then get any paintwork done by a body shop.
