I was wondering what photo effects or camera settings you used to get the lights streaked in the background. I have somewhat been getting into photography very recently, but I really don't know much about it. I'd like to learn tho, and since someone said that it was not a photoshop, I was just wondering if anyone could tell me

No, its an actual photo. I didn't even bother to clean up some noise. The "neon" is the reflection of the billboard. Five second shutter. Anything more brings causes overexposure and you'll lose the billboard, but the car will still look good.
