I received a follow-up message from japanparts.com regarding the mirrors. Here's the message:

Thank you for your inquiry.

The door covers are just for replacement. If your car is with heated or non-heated, it doesn't matter for installation.
But the problem is USDM mirror may be wider than JDM mirror, that's why we say "Unsuitable for North American Model".

 

I've confirmed it with japanparts.com that the clear lenses come with an orange bulb. This should make it street legal in the US.

And if someone has the shop manual, can you look up wat the size of the mirrors are...

So the price came down quite a bit as it's still listed at 37,900JPY at Nissan's site. Since I have waited for a while, and now is the tax season, I'll just sit on it for couple of more months till I get some money back from tax refund
