What is this vent for?

There is a vent on my 03 sedan, on the rain tray on drivers side just above brake fluid reservoir. And someone had taped it off. I cant figure out what it is!?

Rain coming in, leaking out of AC

I taped mine up once cause a cat pissed on it. Stunk to high heaven for weeks.

Vent to the cabin filter is on the passager side
