Has anyone figured out a proper fix for this?

My fuel gauge displays an almost random value usually between 1/2 and 3/4 full. The car now refuses to take more than about a gallon of fuel and it has become impossible to track how much fuel I have left with the combination of these issues.

I have tried cleaning the fuel level sensor, as well as running the dash cluster diagnostic which showed that the dash appears to be working.

The car is at 160k, so I do not think any warranty options apply to me at this point sadly.

 

Yes, there have existed fixes for both those issues since they were first discovered.

Verify proper resistance readings at the fuel pump sub harness and primary harness, values to check are listed in the FSM under section DI - Driver Information under the fuel gauge section. If the resistance values are correct then the combination meter will need to be replaced.

Fuel filling problem is the EVAP vent tube that goes from the tank back up to the fill neck, it accumulates grime over time which restricts airflow to the point you cannot fill the tank above the halfway point. Remove the tank and replace the hose.
