Recommend you don't start off with the strong products like CLR, LimeAway. Instead, try plain white vinegar. Use it liberally and let it soak on top. Apply light pressure, but only if the surface is otherwise clean and use plenty of liquid (vinegar). Repeat. If this still doesn't work, then try the other products. You may also consider using a mild wax/cleaner product.

I second the white vinegar (with caution of course). We have very hard water in the reservoirs around here and I used to get quite a bit of hard water spotting on my boat. I started mixing white vinegar in my soapy water when I washed the boat. Worked great! It took the hard water spots right off. But that was gelcoated fiberglass. So I don't know how it would behave on your paint.
