Body shop called and said bumper could not be repaired and would not line up properly with the body lines so they have to order a brand new bumper.

Other insurance company wants to put junkyard parts onto my car, but there's really nothing I can do about it.

I am pretty sure you have the right to demand OEM parts. Usually you have to pay the difference but since the other insurance is paying, they have to foot the bill. Basically you get your car fixed where you want and how you want and they pay for it.

I understand but I was told in order to do so I would have to pay the difference. Insurance's obligation is to only replace parts that are like kind and quality.

Since my parts are not less than 20k miles, they have no obligation to pay for new OEM parts.

That's just simply not true. You can ALWAYS pay for the difference out of your own pocket for the upgrade to new oem parts. I just went through this with someone who backed into me. Their insurance would only pay for a repair, but every body shop I checked would allow me to pay the slight uptick for installing a new bumper instead, using the insurance money in conjunction with my own. The difference in a used vs. new bumper is probably around 100 bucks or less.

The problem is that my car was repaired with a brand new OEM bumper a month before lol...so having to pay extra for another new one is kind of annoying.

Hopefully they can charge the person. I had a guy give me a good door ding while I was sitting in my G, dented the car, I had to call the local PD since they guy refused to give me his info. Police chased him down at his house with his plate number. In the end the PD said it was private property and they couldn't force him to give out his insurance information. A parking lot is private property, hope you have better luck.
