Weird Closed/Open Loop Issue

Overall Summary : The car stays in open loop (hot). For instance when coming to a red light from ~40mph the RPMS when clutch is disengaged jumps to 1500RPM then back down to clean idle speed 800. Only when warm/hot.

I have Uprev ( Pro ) aka I have the cable and can do my own tune.

I can do the throttle/pedal/idle relearn/exhaust cam relearn/AF relearn until my head turns blue but nothing works. Two codes only p0420/p0430 ( secondary o2) both have been coded out via Uprev.

What happens is that when the car is being slowed down to a stop the clutch is pressed, the RPMs jump (1500rpm) like I just started the car, back down to idle but takes a second or two to come back down. Going from Back_To_Stock tune to my tune does not change the behavior.

Replaced the throttle bodies (just in case).
Replaced the AF sensors

Still same behavior
I will create a video and post it when I get a chance.

History: This happened only after the battery died, replaced the battery and this is the result.

Now for the upgrades - I have everything from Takeda intake/HFC/homegrown exhaust/Uprev (with the tune I created)

I cannot figure this out - minus going out to get the consult 2 ( I am about to pull the trigger on that ) Can anyone tell me why this car will not stay in closed loop. If there is any parameter you guys need to help me diagnose this let me know.
