Forgot to update this after I checked stuff with the OBD2 scanner.
tested at 80mph indicated by the OBD2, NOT by the speedo. Speedo said about 81-82
RPM at 80. 3275 via the OBD2 and 3400 via cluster.
so I would say my cluster is off and might be moving around some. I have a two hour drive tonight so will be able to test during the drive if it happens again.

I gotta say it's odd for a stepper motor to be showing a value HIGHER than what's being transmitted to it, makes me think the stepper motor is fine and that the problem is maybe a fried resistor or something.

Another update. Noticed tach being kind of jumpy when I left work like jumping 100-200 rpms when the rpms wasn’t actually fluctuating at idle.
when I got home I plugged my reader in and it was idling at about 800 but the tach showed 1700. So the stepper motor or what controls it is definitely the problem.
i will be taking it apart at some point to try to fix it I guess before I say it’s fully broken.
