VDC is on by default, the button will turn it off which will illuminate dash lights to let your u know it's off. Hit the button again to turn on.
Ignition on will always start out with VDC on.

The most commom way to completely turn off the VDC is by cutting the power to the yaw sensor, which is located under the center console.

Maybe he installed a switch on the line somewhere to turn it on and off manually whenever he wants. Thats what I did with my car.
