Removing the cats is illegal in every state. They're mandated by federal law, not state law.

Emission requirements are FEDERAL and if you tamper and your car is resold in another state and fails an emission test the new owner can petition the state to come and get you or they can just sue you forcing you to pay to return the car to as built by oem.
Save the old parts and return to oem if you ever sell it to avoid potential future problems.
