Do you mean it spins over but wont crank? Did you reconnect the TB?

Yes TB failure is pretty common, you can attempt an idle air relearn but most of the time miscalibration will cause rough idle, stalling but will allow it to start. Since its used i'd bet its a bad TB, swap the old one back and atleast try it.

Also to test the TB before removing it you can, Remove the Intake, Turn the key to the ON position, put the car in 1st if MT and D if AT, and press the gas pedal and have a friend see if the blade moves.

Thats a good sign but you still need to check to see if its moving when the pedal is depressed. You best bet is going to be through back in the stocker and see if it runs.
