just file down that part of the bumper that makes contact with the tire, do as much as u can and at one point the rubbing will be reduced and dont worry rubbing that against the tire isnt that bad, i rub that part all the time and tire is fine

yup filed down the piece of the rear bumper that goes inward towards the car, and it won't be that fragile don't worry i've rubbed on that many times haven't had a crack at all
and the thing here is that the rubbing won't be eliminated if you want good fitment, the rubbing will be brought to a MINIMUM, like they say if it aint rubbing it aint right, thats not just a macho thing its whats required if you want that fitment.
you reduce the rubbing to a minimum and you see what is rubbing, metal fender against tire or soft bumper against tire.. take your pick
nothing ghetto about it, just have to improvise
