Depends on the car/dyno/tuner. Your car isn't under load at low RPMs on a dyno normally. Especially true on an auto. So the AFR may be from partial throttle/partial load. I'd need to see the corresponding cipher data also.

It may mean absolutely nothing, so I'd contact your tuner about it and find out.
