I don't want to help you. this is a bad idea, this cuts out a very important safety feature.

Works both front and rear, although you're going to be pulling off the UV protection. So either get them resprayed or get your buddy to spray them in clear coat.

I agree, sorry, but that wasn't a very bright idea. Painting your headlights?
On some dark raining nights its hard enough to see with normal headlights, how do you expect to see when your luminosity is cut down so much?
I had a CRX and I got dark headlight covers, they cut the light down more than half, I also had another set of driving lights that I used, some would call them fog lights but they were brighter than my headlights.

^ I wouldn't go as far as saying he's dumb, after all he did ask that it not be done dark. But, I disgress.
ukr_team, is that just paint, or is there clear on top of it?
Assuming your painter used something akin to VHT Nightshades, your other alternative is as you have said, (wet)sand it and buff --- although that's going to be a *lot* of sanding even to lighten it up a bit, and you may have trouble getting it sanded down uniformly. Wetsand, polish and polish again. Try not to use too big of a grit, or as others have mentioned you will end up scratching the plastic.
Hate to say it though, but the only way to get it looking right in the end is to get a new set and re-paint correctly.
