If I'm smoking something someone let me know, but..... 19s that generally weigh more and may be taller overall than stock (or 18s) would hurt performance. But if you went with a lightweight 19" wheel and a low enough profile tire, performance would be better than a heavy (cast) 18" wheel with a "tall" tire. But generally guys that know enough to go with 18s choose a light wheel with an appropriate profile tire, so ultimate performance is better than 19s.

You can't logically discuss a heavy 18 compared to a light 19....
But even if both wheels weigh exactly the same;
the 18 " will still perform better.
It's about the centrifugal mass.
The futher out the mass is, the more energy required to move it. (accel & stop)
A large part of a wheels mass is in the outer rim, so.....
the further out the rim;
the more energy req'd to move (or stop) it.
