I know this is going to sound stupid but i thought my HID's was my Low/Highbeams? If thats true then should my foglights go to the second filiment when i put on my high beams?

On hid equipped cars the upper light is the low beam and the lower is fog/high beam. I imagine the non hid are set up similar.

Well hell then something is realy F'd with my car because my low beams consist of my Upper light and Lower light. When i turn on my brights my Lower beam turns off and its the second fillament in my HID that kics in.

Your lights are fine. When your low beams are on, you can turn the fog lights on, which is probably how you have your car. When you turn on your high beams, then the second filament is turned on on the lower lights. If you want both lights to stay on when your high beams are on then you're going to have to rework the wiring.

Ill post some pictures to night but when i have my low beams on my Top and Bottom lights are on wich i understand is normal because the bottom is using the foglight filament. But when i turn on my brights Only my top light "HID Bulb" Stays on but it gets alot brighter and aims higher.

So this is what im talking about as you can see my High/Low beams are both my HID's and my foglights only work in my Lowbeam config.

projector have the low and high in the projector while the fog is jus the lower portion but also has the parking light bulb in there. projector uses a sheild that moves when the high beam is activated to produce the extra shine aka bixenon. urs is 04 which came with non projector headlights but someone installed the projectors on ur car which came with the 06 g35s

I had the feeling you had 06 projector headlights on your car, but then read your original post and was a little confused so I didn't say anything!
