New set, never mounted. Oxidation on bolts is from sitting on the garage floor.

The guy I got them from had them sitting in less than ideal conditions for quite some time unfortunately.

It's just on the surface, so not an issue. Could probable take 5 min to sand/spray it and you'd never know it was there.
