Yes, that is correct Deane......it is unheated and uninsulated. I have found that even though my garage is unheated, it still keeps the vehicles out of the elements and the wind and they have never had a problem starting. I never even have to scrape the windows with the vehicles in the garage like I would if they were outside.

Yes, having the garage is great in terms of keeping the car out of the elements. The block heater benefits the engine with reduced start up wear on the colder days though. It keeps the fluids warmer and thinner so oil will be more quickly circulated upon start up. Then again since you have a lease so you may not be as concerned!

No problem. You don't often see block heaters since they normally don't wear out. Nowadays they're factory installed in the frost plug holes in the block.
