I havent looked at it yet, but DJ posted a video about offsets above.
Short answer is. The word offset is just that, it's how far the wheel mounting surface (that mounts to your hub) is offset from the center of the wheel. Example being a 10" wide wheel that has a -0- offset means that 5" of the wheel is on the inside of the mounting surface (hub) and 5" is extending outward. As the offset number increases (say +20) the mounting surface is moved outwards, or offset 20mm towards the outer edge of the wheel. Positive offsets mean that the wheel is tucked in more, negative offsets mean the wheel is pushed out from the center of the wheel. Wheel widths, and offset play a large role in how they fit a particular car.

I was looking at wheels at Craigslist, I'm just getting tired to spend $50 twice a year to put on my winter/summer tires so I found this ad on CL:

Should fit my 03 G35 Sedan just fine but will my winter tires 225/55R17 97R fit and what do you think about the wheels? One wheel has a flat spot sounds pretty vague to me. Any input? Thanks

So I have 03 G35 sedan. I was thinking of running some h tech springs with a set of work emotion cr kai 18 x 8.5 20 offset and 18 x 9.5 and 20 offset. Can I do it or do I need to go lower with more camber?

So in your case your wheels are 19x8 +30mm offset and 19x8.5 + 33mm offset.
They are not flush and tucked in a bit. You can add a wheel spacer

to lower that offset and push the wheel out further. I believe a 25mm wheel spacer is what some use to get the wheels flush to make the wheel offsets +5 and +8. Adding the spacer moves the mounting surface of the wheel closer to the center of the wheel and closer to a -0- offset.

So certain rims have a certain offset. That's good to know before buying. Do they ever tell you what offset the rims are? I never noticed. I only see like 19"x9.5 or whatever.

the lip is rough when you run your fingers through after cleaning.
can i clean it with clay bar and the liquid that comes with it? how about with water?

Always ask what the offset is. It sounds like you are wanting a flush fit so ask what the offset is before buying. Wheel manufactures/shops will always error on the side of caution when listing what vehicles their wheels fit.
When they list what vehicles the wheels fit they try to keep the fitment close to OE specs, which as you know is tucked in.

I have been riding w/ 20" Foose F5's, 245 tires in front and 275 in back on my G35 Coupe / 2005 (had the 19" rims stock). Naaaasty inner tire wear on rear. Is this because wheels too big and rubbing or is it the alignment of wheels? Thanks, Scott
