Perhaps helpful for future diagnosing of a problem (applies to anything):
Root cause: The fault that created a chain of events leading to a failure
End Result/Resultant Damage: Anything that failed along the way, up to and including the final failure.
In your case, it's likely that the Root cause of the fault is a missing Splash sheild.
The splash shield allowed water to be sprayed at the ballast/plug whenever it was raining out.
Water damage is Resultant Damage
The water caused a short in the plug/ballast, also resultant damage
The ballast failed due to this short, also Resultant damage.
So we start from the End result (ballast blown) and work our way back examining all the stuff along the way, until we get to the splash sheild.
Seeing this form of trouble-shooting, it's easy to see why putting an HID kit on will not fix the Root cause of the issue.
We need to find the root cause, fix it, then fix all the resultant damage.
Of course, at this point, the above is all speculation, because the diagnosis isn't done yet

no they are 19's i made sure i found a better deal on them but they have nissan center caps?

Well shop around first. You could certainly do cheaper than I did. I live in Canada so I have to pay more for everything. The real problem is that its an uncommon wheel size. 18 and 20 are both more popular, 19 is probably the least popular reasonably size wheel diameter. And yet it seems to be nissans favorite
