Haven't rolled the front fenders, you guys think if I rolled them I wouldn't rub.
I want to lower my car again, this height is killing me.
And can't afford new tires
Is the tire rubbing on the fender or the fender liner? Try removing the screw at about 12 o'clock holding the fender liner, thats usually the first place that you will rub.

From what I can see, its rubbing on the actual fender

Well there is no mention of offsets in that post...

Figure out where it's rubbing and either roll more or add some camber.

Roll the fenders some more, if that doesn't work buy camber arms and add some negative camber.

It should say on the wheel. Otherwise you can measure how far offset the mounting surface is from the center of the wheel. The center of the wheel equals -0-. If the mounting surface (part that mates up against the hub) is offset towards the face of the wheel then it has a positive offset. If the mounting surface is closer to the back side of the wheel then it has a neg. offset.

So for your 9.5" wide wheel the center is 4.75" in. Say you measure 5" from the back side of the wheel to the mounting surface and 4.5" from the front. The mounting surface is offset .25" or about +6mm offset.
