So my rotor hats have some rust and look a little ugly. If I were to paint them with high temp paint without taping off the surface, will the pads take care of the "overspray"?

i just recently did mine with the paint called "flame proof" make sure you sand off as much of the rust as possible for a nice finish...at least tape off as much as you can, then let the pads take over IF necessary...

John, mask off as much of the rotor surface as you can. The paint gets sticky when it's hot and it'll make a mess of your calipers if there is a tonne on there.
